Edit - revising down a bit after some thought
PC 1: Whatever Yuko will pay. GO GET IT YUKO.
PC 2: My guess on a sale price? 1250e-1750e.
This is not the only 20/20 fire dragon. I owned a q13 in the last 2 years before all the bots and there was a q9 many years ago. Bots have accounted for 10s of 20/20s dropping killing the rarity in the last year and it's only a matter of time before another one of these drops.
Years ago I would have called this the greatest staff in guild wars. Then bots destroyed the rarity. So now I think the greatest staff in guild wars is something else. I won't be in the bidding competition for this as much as I would love to because someone wants it more and I've had my turn owning one of these beauts.

Never would have said this is the "greatest staff in GW..." Nice skin and rare, but not really the rarest. As for price, I wouldn't sell below 1750e personally.

Just opinions I see above. There are rarer items, and many I personally like just as much. They are nice, and yes rare, but to many not the best.
Now if it was r8 20/20 then sure I'd agree. Otherwise.... no.

For future reference, Buzan's first PC was right--whatever I would pay for it.
It ended up going for 1500e + 35a (3000e). I highly doubt any Canthan Q9+ staff will ever go for this much ever again. Anyone opportunistic sellers taking advantage of all the botting should know this--the era of the Dragon, Plat and Bo staff is dead. This was the last one that mattered, period.
If you ask me, the rarest staffs are now Raven / Dead Staff. Tyrian shit is super hard to find anyway.
For any future people looking for a PC, I expect the next q9+ 20 20 Fire Dragon to be worth SIGNIFICANTLY less, as in 1250e TOPS.
You can say that with authority because I told you. I am fire incarnate.

I'm in agreement with Yuko. This was the last q9+ 2000e+ Canthan staff. And in the future I also expect basically no canthan 20/20 to break 1000 or 1250e with the next fire dragon having the best chance.
I'm gonna have to update my canthan staff post in trader outpost.

Buzan/other PCers, would you agree that rarity (in terms of actual market availability ONLY) that Celestial is probably rarest of the formerly "rare" Canthan skins (not counting Plague/Forbidden/Amber/Jade)?
Today: Cele > Plat/Dragon > Outcast > Zodiac > Bo
Past (pre-botting): Dragon > Plat > Bo (Price not rarity) > Zodiac > Cele > Bo (Rarity) > Outcast

I think that instead of a dragon being twice a celestial, it would be similar now.
Rarity:
1. Zodiac
2. Cele
3. Outcast
4a. Dragon
4b. Plat
5. Bo
I'm gonna have to do a lot of thinking before I update my post. I've already gone back and forth in my head like 5 times.

I think I have to disagree. I recently purchased a r9 DF 20/20 heal Bo staff. I have gotten offers up to 50a, before I customized it. More and more non-guru's are getting interested in uninscr. and pre-nerf items, offering more and more. I have a friend who would have paid way more than what Yuko paid for this fire dragon. He was to late unfortunately (Fortunately for Yuko though ).
Just my two cents though.

Yes, but I think this staff was the only one I know of that ever sold for 3000; this was also the result of a 10~ year waiting period and a many person bidwar involving interested persons.
The question is whether your friend is willing to pay over 3000 for the next Q9 20 20 Fire Dragon? And, even if he is, will it even reach that price without me bidding on it? Having an offer on an item isn't the same as it actually going for that much. Maybe if there is a bid war between Julio / someone else and your friend I can see it getting higher and higher, but I doubt there will be another Canthan staff that goes that high.
I think you're right in the short term, these can still be worth a ton, but from a long term POV, I think they will keep going down in value. Which is sad, of course, because they are great items.
Dragon is objectively most valuable still, but with the botting situation it won't be for long.
Let's see how it all plays out though.

Let's be honest here - there have always been bots in the game. Always. If you saw Droks back in the day and many many know the old days where the spam was so fast in there you could barely read it. The days when millions of people were playing Guild Wars. Get in the game now and tell me how it compares to those days? You think bots didn't flock to other items of rarity and target them for quick sales? Yet even with all that there are many other staves that you don't see that many around. Dragons were just not targeted and viable as an easy farm until recent changes.
Yes they were rare, but the game has slowed down as it went into each expansion and people were more spread out and different items were targeted here and there. (actually I think it peaked with Factions if I remember correctly but I don't remember anyone really demanding those staves much)
Just a few things to consider.

There is currently a R9 Prot Dragon staff at 1900e and it was climbing....... (went over 2000e but they retracted that bid)
